The Bellevue City Council held its fourth study session on the Downtown Livability Inititive on Tuesday.

Once complete, the initiative will be the first comprehensive update to the downtown Land Use Code since 1981, city officials said.

Councilmembers provided feedback on three key components of the code package. They discussed whether to keep the Planning Commission’s recommendation for a 20-foot tower setback from internal property lines or change it to 30 feet. They discussed the size of a building’s base and are considering a 15 percent reduction for developments with 20,400 square feet floor plates above the “trigger height.” And they reviewed massing studies to assess potential downtown development between 12th Avenue Northeast and Interstate 405 between Main Street and Northeast Eighth Street. The studies were based on the Planning Commission’s recommendations for building height, density and floor plate sizes.

The council is expected to review a handful of other issues on Sept. 18. They could adopt the downtown code update as early as Oct. 2, city officials said.
