The owners of the Factoria Mall have submitted a proposal to redevelop the mall and create hundreds of units of housing.

A master development plan application was sent to the city of Bellevue by Kimco Realty in February for a multi-phase build-out, which would create 685 housing units under the name the Marketplace Apartments at Factoria. It would additionally tack on 151,000 square feet to the 526,000-square-foot mall that currently occupies the 43-acre site.

The application is for the first phase of development, which would consist of a seven-story, 331-apartment complex in the northwest corner of the mall. The buildings that currently house Novilhos Brazilian Steak House and Bright Now! Dental would be demolished as part of the development. If approved, construction would begin in the spring of 2019. There are no residential units currently on the property.

Roughly 500 people are expected to live in the 331 apartments, which the developers say would generate an estimated 100 additional weekday peak hour trips. If the full 685 apartments are built out the anticipated vehicle trips would double.

At the same time, total parking slots will be reduced from roughly 3,700 currently to around 2,900 onsite.

In addition to the apartments, the project would include a new hotel, new retail stores and an open-air shopping connection through the existing mall.
