Craig Stone, the Washington State Toll Division Director seems to have a very “optimistic” assessment of the benefits from tolls. I was particularly “impressed” by his claim “All lanes of I-405 will be able to go 45 mph or faster once the express lanes open this fall”. It makes one wonder why anyone would choose to pay the tolls.
